It’s small and shaped like a boot stuck in the midst of Eastern Europe. Neighboring Romania and Ukraine are both rocketing to new levels of democratization since severing the political umbilical cord with Russia, the former Soviet Republic. Moldova, however, still lacks the label of “European Union Member” which could save it from its own devices and mass exodus of citizens seeking a better life in a more democratic, more “European” country whose socio-political infrastructure has a better track record. Most scholarships are funded by the government or auxiliary organizations impelled by the Title VIII initiative. The impetus among international organizations is to provide collaborative exchange among all aspects of democratic societies.
