America's Oil Price Inflation Crisis is Yet to Come

NIA is very disturbed by President Obama's decision to sell off oil from the U.S. emergency oil reserve, in an attempt to drive down oil prices. One week ago it was announced that the U.S. and other oil-consuming nations that are a part of the International Energy Agency (IEA) will begin releasing 60 million barrels of oil from their reserves, with 30 million barrels coming from the U.S. government-owned reserve. They hoped that by flooding the market with excess supply, they would cause an artificial forced liquidation of oil futures contract holders who bought using leverage.
 
The U.S. Strategic Petroleum Reserve is the world's largest government-owned stockpile of emergency crude oil reserves and is maintained by the U.S. Department of Energy (DOE). It holds 727 million barrels of oil reserves at four different sites along the Gulf of Mexico. Considering that the U.S. is releasing 30 million barrels of oil from these reserves, we are reducing the size of our emergency reserve by 4.1%.
After Obama's decision was announced on June 22nd, crude oil prices originally dipped as much as $5.71 per barrel from $95.41 per barrel down to a low of $89.70 per barrel on June 23rd. Oil prices declined slightly more during the next two trading days, reaching a low this past Monday of $89.61 per barrel and closing Monday at $90.61 per barrel. However, oil prices have surged $4.81 during the past three days and are currently $95.42 per barrel. Oil has recovered the entire dip that came after Obama's decision was announced and is now a penny higher than before his announcement. Unlike 2008 when most oil futures contract holders were hedge funds using leverage in an attempt to make short-term profits, today most oil investors are much stronger hands who bought with cash, because the world is now flooded with dollars thanks to Federal Reserve Chairman Ben Bernanke.
It certainly wasn't worth jeopardizing the homeland security of this country by reducing our emergency oil reserve by 4.1%, just to see a $4 reduction in oil prices that lasted for only 3 days. If the White House had any faith whatsoever in Bernanke's assertion that rising oil prices are only transitory, there would be no reason to release 30 million barrels of oil from our emergency reserve. The rising oil prices we have experienced so far is far from an emergency. The emergency will come soon when the world turns its back on the U.S. dollar and we see a rapid decline in its purchasing power. The emergency will be here when the U.S. can no longer import oil from foreigners at any price due to hyperinflation, and we are forced to live with only the oil produced in this country.
At any time that they choose, China has the power to set off in our country the economic equivalent of a nuclear bomb. China can at any time announce that they are no longer going to buy U.S. treasuries, but they are going to take their $2 trillion in U.S. dollar reserves and use them to buy gold. The price of gold would double overnight, with the U.S. dollar immediately losing half of its purchasing power. The yuan would then skyrocket in purchasing power, automatically giving China the world's largest economy with the Chinese GDP soaring past U.S. GDP. There would be a massive rush out of the U.S. dollar with our trading partners unwilling to export any oil to us.
The U.S. currently produces only 5.5 million barrels of oil per day, but consumes about 19.3 million barrels of oil per day, with total input into refineries of 14.7 million barrels of oil per day. This means the U.S. currently needs to import 9.2 million barrels of oil per day. U.S. commercial crude oil stockpiles are currently 359.5 million barrels or enough to last for 24 days without any domestic production. In the event of hyperinflation where the U.S. is cut off from oil imports, if we were forced to live off of our own oil production of 5.5 million barrels of oil per day, our commercial stockpiles would be gone in 39 days.
Without an emergency oil reserve, in the event of a major oil shortage due to hyperinflation, after a period of just 39 days, farmers won't have enough oil to produce food, manufacturing plants won't have enough oil to process and package food, and logistics companies won't have enough oil to get finished food products into our supermarkets. This is why we have an emergency oil reserve, to prevent store shelves from becoming empty in our supermarkets due to a fuel shortage.
It takes 13 days for oil from our emergency reserve to begin entering the market and once it does, the most it can add to the market on a daily basis is 4.4 million barrels of oil. Therefore, in a crisis we must first use only our commercial stockpiles for 13 days, which would cause our commercial reserve to decline down to 239.9 million barrels of oil. Beginning on the 14th day of a crisis, 4.4 million barrels of oil per day can come into the market from our emergency reserve with 4.8 million barrels of oil per day entering the market from our commercial reserve.
After 50 additional days, our commercial reserve will be depleted and all that will be left is 507 million barrels of oil in our emergency reserve. That will give us 115 more days where we can withdraw 4.4 million barrels of oil per day, but the U.S. will be forced to reduce its daily oil consumption by 33% during those 115 days. This is based off of an emergency reserve of 727 million barrels of oil. With Obama this month prematurely releasing 30 million barrels of oil from our emergency reserve, we will actually only have 108 days where the U.S. will be able to consume 2/3 of its normal oil consumption, after 63 days of full oil consumption.
The solution to high oil prices is not more government intervention, but is less government interference in the free market. Instead of trying to manipulate oil prices down using artificial methods that will only last temporarily, the U.S. government should look at the root cause of rising oil prices. Oil is rising due to the U.S. government's deficit spending and the Federal Reserve's willingness to monetize our deficits and debts. If they want to see lower oil prices, the government should start out by eliminating the DOE. The DOE was created in 1977 to make the U.S. less dependent on oil imports. In 1977, we imported 44% of the oil used in U.S. refineries. Today, we import 63% of the oil used in U.S. refineries. Eliminating the DOE would save this country $27 billion annually.
Priced in terms of real money (gold), oil prices haven't been rising at all. The Federal Reserve's QE2, in which it printed $600 billion out of thin air, has created artificial demand for oil. If it wasn't for the Federal Reserve working tirelessly trying to prevent a much needed recession, Americans would be cutting back on oil consumption and oil prices would be declining. If the free market was allowed to operate, falling oil prices would make it easier for Americans to live with the real unemployment rate currently at 22.3%.


Cleveland Fed Predicts 1.1 Percent Yearly GDP Growth And 1.7 Percent Chance Of Recession

Projecting forward using past values of the spread and GDP growth suggests that real GDP will grow at about a 1.1 percent rate over the next year, essentially the same as for May, and just a rounding convention up from the predictions for April and March. The strong influence of the recent recession is leading toward relatively low growth rates, with a steady beat of 1 percent predictions. Although the time horizons do not match exactly, the forecast comes in on the more pessimistic side of other predictions, though like them, it does show moderate growth for the year.

Using the yield curve to predict whether or not the economy will be in recession in the future, we estimate that the expected chance of the economy being in a recession next June is 1.7 percent, up just a bit from May’s 1.3 percent and April’s 0.9 percent. So although our approach is somewhat pessimistic as regards the level of growth over the next year, it is quite optimistic about the recovery continuing.

Imports And Exports Lower Domestic Self-Employment: Bad News for Open Economies And Free Trade

Abstract:
This paper studies the effects of foreign competition on self-employment levels. We begin by pointing out a previously unknown fact: the greater the exposure to foreign competition, the smaller the fraction of self-employed people. This fact holds across very different countries, across relatively similar countries like European Union members, and across industries within the United States. We develop a model where heterogeneous agents select themselves into being either employees or self-employed in the spirit of Lucas (1978). This, in turn, translates into intra-industry firm heterogeneity as in Melitz (2003). Self-employed agents (firms) can also decide to enter into the export markets, subject to fixed and variable trade costs. The model delivers three basic predictions: (1) domestic self-employment increases with the trade costs of exporting from a foreign country to the home country, (2) domestic self-employment increases with the trade costs of exporting to the foreign country, and (3) higher levels of self-employment are associated with a lower fraction of exporting firms. Our empirical work on inter-industry data for the United States confirms these predictions of the model.

We start by unveiling a previously unknown fact -- namely, that the rate of self-employment in an economy (or sector) is negatively affected by the economy's (sector's) degree of openness, measured either as trade costs or as the ratio of exports and imports to GDP. That is, economies (sectors) that are more exposed to foreign competition show lower levels of self-employment.

Public's Psychological And Emotional Impediment To Fixing Medicare

If you talk to adults whose parents, one or both, are still living, many would tell you that it is worth spending money to treat parents' illnesses and extend their lives, even if the parent is severely ill and will only gain a few months of extra life. How could you deny a person a few more months of life or the possibility of a cure so that they could live a little longer, the adult child(ren) would likely say. Most of Medicare dollars are spent on the very old, those in their 80s and beyond, often in attempts to provide the elder patient a few months of life. How can money be an object, this is my parent and my children's grandparents, the adult children will say.

Yet, doctors have been in situations where Medicare has refused to pay for an elder's treatment. I have spoken with a few physicians, clearly not a statistically valid sample, and they have told me that adult children act differently and make different choices when it is their own money (or their inheritance) that will be spent versus government dollars.

While grown-up children will often fight for Medicare paid treatment, when Medicare will not pay, the children are given the option to get the treatment for their parent at their own expense. Invariably, when it is their own funds that will be spent on an expensive medical treatment, children are much more willing to forego treatment for their parent and to let the disease take its natural course.

Spending someone else's funds invokes no compromises. Spending one's own money involves setting priorities and making compromises, even about medical treatment for an elder parent.

People who work in hospices, where the goal is comfort and quality of life, versus curing an incurable disease or illness, will tell you how happy the patients (and staff) generally are.

Many people who have not faced an incurable illness will often underestimate their willingness to accept the inevitable. Adult children overestimate how much of their own funds they will spend to extend a elder parent's life a few months.

Of course, in all cases, people are more willing to spend other people's money and the government's money more freely than their own. If their there is not enough government money, just take more of other's money through taxes.

If people are not willing to spend their own money to extend their elder parent's life a few months, why should the government spend other people's money to do it.

With no skin in the game for adult children or their elder parents, there is a tremendous emotional and psychological barrier to reducing the most expensive part of Medicare.

To do it successfully, there needs to be a transition phase. Unless adult children and seniors get the experience of making medical choices using their own funds, having skin in the game, politicians will face a tough go in trying to curtail spending on very ill and medically expensive seniors.

HEC Govt of Pakisatn about to go defunction



ISLAMABAD - The Higher Education Commission (HEC), after doing wonders in its short span of life of nine years, is going to expire leaving behind serious concerns and questions over the future of higher education in the country as the 18th Amendment implementation commission is not ready to budge an inch from its stance over devolution of HEC to the provinces.
After the proposed devolution of the HEC to provinces, the country's most important educational institution will have no role to play in promoting higher education in the country. According to a notification of the 18th Amendment Implementation Commission, which is still to be received by the HEC, the HEC's plans, proposals and programmes cannot be implemented.
Similarly, after the proposed devolution of the HEC, all scholarships and foreign studies affairs would be decided by the Inter Provincial Coordination Board. Under the devolution plan, the Cabinet Division would likely deal with the external examinations and equivalence of degrees and diplomas. The HEC time and again claimed that the implementation commission was all set to devolve the HEC to provinces despite being part of the Federal Legislative List (FFL).
Dr Attaur Reham had called the devolution of HEC a national disaster as it would take the country 40 years back. The issue was also echoed in the Senate on Tuesday when Senators Azam Swati, Dr Khalid Soomro, former education minister Javid Ashraf Qazi and leader of opposition Wasim Sajjad strongly opposed the devolution.
Similarly, PML-N leader Ahsan Iqbal, who was a member of the constitutional reforms committee, had also opposed the idea to devolve HEC.
Similarly, 11 VCs that included the names of Allama Iqbal Open University (AIOU) VC Dr. Nazir A Sangi, Behria University VC Vice Admiral (r) Mohammad Haroon, KP University of Engineering and Technology VC Engineer Imtiaz Hussain Gillani, University of Balochistan VC Professor Dr Abdul Nabi, Gomal University VC Professor Dr Mansoor Akbar Kundi,

BRIEF ABOUT STUDENT LOAN SCHEME:

Pursuant to the announcement made by the Federal Finance Minister in his 2001-2002-budget speech, a STUDENTS LOAN SCHEME (SLS) for Education was launched by the Government of Pakistan in collaboration with major commercial banks of Pakistan (NBP, HBL, UBL, MCB and ABL). Under the Scheme, financial assistance is provided by way of Interest Free Loans to the meritorious students who have financial constraints for pursuing their studies in Scientific, Technical and Professional education within Pakistan.


The Scheme is being administered by a high powered committee comprising Deputy Governor, State Bank of Pakistan, Presidents of the commercial banks and representative of Ministry of Finance, Government of Pakistan.

ELIGIBILITY:

Under the scheme the students are eligible to apply for loans provided:

He/She has obtained admission on merit through normal course/procedure in the approved Universities/Colleges of the public sector mentioned hereunder.

He/She falls at the time of admission within the age bracket of:-

          The undersigned is directed to refer to Finance Division OM. No. F.1(7)Imp-II/87 dated 1.7.1987 and 1(12)Imp-II/91 dated 29.6.1991 on the above subject and to state that in pursuance FST Lahore Judgment in Appeal No. 17(L)CS/2005 dated 26.3.2010 and in-continuation of this division letter dated 3.6.2010.

 An 18-member Pakistan Medical Association (PMA) council was constituted on Saturday 26th May at the Mayo Hospital Lahore after the combined meeting of the PMA, Young Doctors Association (YDA) and Medical Teachers Association (MTA), which was attended by a large number of senior and young doctors of Mayo Hospital.

Dr Husnain Haider was appointed the convener of the committee. The meeting was presided over by PMA President Dr Muhammad Tanveer Anwar. The meeting was called today to finalize the line of action regarding the special salary package for doctors to forward it to the finance and health departments. A committee headed by the chief secretary (CS) has been constituted by the Punjab chief minister to fulfill doctors' demands.
After the first meeting, the CS directed doctors and the finance and health department secretaries to finalize the demands for consideration. The doctors associations met to finalize a proposal to be submitted to the respective departments. The meeting also concluded that if the doctors were given a special salary package by the Punjab government, they were even willing to give up their private practices.
The doctors demanded that a house officer should be given Rs 35,000, Medical Officer/PGR Rs 80,000, Senior Registrar/SMO Rs 160,000, Assistant Professor/APMO Rs 200,000, Associate Professor Rs 250,000, Professor Rs 400,000, Specialist Cadre in 18 grade Rs 150,000, grade 19 Rs 200,000 and 20 grade Rs 250,000. Doctors ensured their active participation in any protest movement which may be launched in case the genuine demands of doctors were not fulfilled by the government.

Salary and pension increased by 15-20%: Govt. of Pakistan

The government of Pakistan announced 15 percent increase in salaries of all government employees and personnel of the armed forces, besides, revision in Basic Pay Scales (BPS) 2008 by merging all ad-hoc allowances granted up to July 1, 2009. The government also announced 15 to 20 percent increase in pensions for retired government employees. Employees retired before 30th June 2001 shall get 20 % increase and those retired after 30th June 2001 shall get 15 % inrease Federal Finance Minister Dr Abdul Hafeez Sheikh, announced. He also proposed that the existing conveyance allowance to be increased by 25 percent to all employees in BPS 1-15 and their equivalent in the armed forces. He also proposed an increase in the miscellaneous allowance mostly admissible to the employees in BPS 1-15. He also proposed compulsory demonetization of transport facility to the civil servants in BPS-20 to BPS-22 of the federal government. The pattern is also followed by all provincial governments including Govt. of Azad Jammun & Kashmir.

following rates of increment in pension will be applicable w.e.f 01.07.2010.  dated 27-1-2011.

Pensioners retired after 1996         = 8%
The effective date is 01-07-2010

    Aging US Population Changing Suburbia Politics

Thanks largely to the baby-boom generation, four in 10 suburban residents are 45 or older, up from 34 percent just a decade ago. Thirty-five percent of city residents are in that age group, an increase from 31 percent in the last census.

    Is The Case For College Too Good To Be True?

    Recent research, The Hamilton Project, mentioned in the New York Times, and on Greg Mankiw's blog, about the value of a college degree states:
    On average, the benefits of a four-year college degree are equivalent to an investment that returns 15.2 percent per year. This is more than double the average return to stock market investments since 1950, and more than five times the returns to corporate bonds, gold, long-term government bonds, or home ownership. From any investment perspective, college is a great deal.
    15 percent is the unleveraged return. Although college students often borrow funds to pay for tuition, the 15 percent return is computed on the total cost of the education and not on just the students' savings and funds invested, the equity portion, of the investment.

    The 15 percent return is a consistent return over time. It is almost Madoff like, but these are the real average returns, not made up numbers. If someone came to professional or knowledgeable investors, and promised them double the stock market return over their working lives, they would think he was a scam artist and fraudster.

    It is very difficult, if not outright impossible, to consistently surpass the investment returns of the stock market, yet alone achieve double the market return for many years, especially without leverage or without substantial risk.

    Why The Double The Market Return?
    Employers do not spend money they do not have to spend. Excessive compensation eats into corporate profits and lowers stock market share price. Why would employers pay a 15 percent return on a college investment when, most likely, employers would offer a lower return than 15 percent and many college graduate employees would accept less than 15 percent? Heck, any return above the risk free rate would make a college education worthwhile.

    There are several possibilities to justify a double market return on investment:
    • There are wide statistical variances, high risk, in college graduate earnings and college graduates demand compensation for that risk. To earn double the market return, the systemic risk of college grad earnings would have to be double that of the stock market, which is equivalent to double the risk of the US economy. Since college grads have a lower unemployment rate than non-college grads, it is unlikely they face double the systemic risk of the economy. But, that is overall and not on an individual case. There maybe classes of college grads for which their is excessive earnings' risk not identifiable until they enter the workforce and for which they do not have self-knowledge until they are in the workforce.

    • The labor market for college graduates is highly inefficient with high transaction costs and employers are willing to pay a high salary for college graduates. However, market and capitalistic forces would work to erase or lower the inefficiency and transaction costs until they disappeared.

    • Demand for college graduates exceeds supply to the extent that their premium is double the market return. If true, it raises the question of why employers have not found a substitute strategy for college grads to avoid the high pay premium. Productivity can be increased from increasing capital investment as well as hiring more productive college grad employees.

    • There is survivorship bias in the reported results. The average return is computed after the fact. If some college graduates drop out of the labor market and they have lower wages than the colleges graduates that remain, the results will be skewed upwards. Professional investors know that mutual funds, hedge funds, etc. close the funds with low returns and keep funds with high returns to make average returns after the fact look better than they are. [Addendum} The cost of college for non-graduating students has to be included in the calculation. To only look at graduates understates the total risk and total cost to high school graduates who go to college. Not all college entrants will graduate and looking only at graduates understates the amount of investment and overstates earnings because it does not include the cost to high school graduates who enter college but do not graduate and their lower earnings.
    Any, or all, of the above possibilities are the explanation for the high college grad wage premium.

    Based on my own investment knowledge, I would guess most of the premium is survivorship bias. If all the college grads in any year were followed prospectively and their earnings tabulated going forward, I think the average return for their college investment results would be much closer to the average stock market return over the same period, if not below.

    Addendum:
    I am not saying a college degree is not a worthwhile investment. I am just questioning the extent of the above market return. I do believe a college investment will yield a positive return, just not double the stock market return.

Each of these elements is, of course, an important part of human life. But, by themselves, they are not substitutes for the hard work of strategy.

    A strategy is a way through a difficulty, an approach to overcoming an obstacle, a response to a challenge. If the challenge is not defined, it is difficult or impossible to assess the quality of the strategy. And, if you cannot assess that, you cannot reject a bad strategy or improve a good one.
