Background
United Nations Development Programme (UNDP) runs PeopleSoft applications in FIN/HCM/EPM/CRM/ Portal for a total of 23 modules. The PeopleSoft environment for UNDP is referred to as Atlas. Atlas is accessed throughout the world.
Required Skills and Experience
Academic Qualifications:
  • Master's degree in IT, Computer Science or Engineering, with 10 years of direct relevant experience or Bachelor's in Information Systems or Computer Science with 12 years direct relevant experience.

Years of experience (demonstrating an increasing level of complexity and responsibility):

  • 5 years experience as DBA, with at least 3 years as an Oracle Database administration, design, implementation, maintenance and Tuning in Sun Solaris environment

  • 3 years of PeopleSoft Administration experience in Finance, HCM, Portal, CRM and EPM on Oracle database in Sun Solaris environment

FINANCIAL PROPOSAL
The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.
Travel
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; [Interview Score (70%)

  • Financial Criteria weight; [Financial Proposal (30%)

Only candidates obtaining a minimum of 70% of the total obtainable technical points would be considered for the Financial Evaluation.
